At 2:19 p.m. on Wednesday at Greenbay and 1st Streets, a driver rear ended another vehicle. He then drove away and struck a fenced in garbage dumpster area at the Vine Apartments and fled on foot, according to an email from Deputy Highland Park Police Chief Dave Schwarz.
"The car ... looked like it was fleeing the scene and turned left into the apartment complex," Patch reader Amy Galvin told Patch in an email after seeing the crash unfold. "The driver was going so fast they collided head on the with the dumpster in the parking lot."
Galvin, who called 911, said the driver's behavior was erratic.
"Didn't seem like your run of the mill rear end," she said.
Julio Aragon-Villalba, of the 400 block of Greenbay Road in Highwood, was apprehended nearby at 555 Vine Avenue. He was cited for failure to reduce speed to avoid an accident, leaving the scene of an accident and not having a valid drivers license.
